Bloemfontein – The arrest of Winston Mokoai, former Deputy Director at the Free State Department of Health has put the spotlight on Hawks and the National Prosecuting Authority.
Mokoai, according to the Hawks presented fake qualifications and a temporary driver’s licence when he was appointed in 2022.
He appeared in court on 17 September 2024, was released on R2000 bail, and will reappear on 28 October 2024.
According to Hawks Head, Mayor General Mogadi Bokaba, the matter was brought to their attention by officials at health and she applauded them for great work.
As you would know, the HAWKS investigated and the NPA prosecuted, the decision to prosecute was made by the NPA.
In a similar but not related matter, Health officials suspected fraud was committed and the CFO after instruction from the HoD at the time requested the Auditor General of South Africa to investigate.
When the AGSA report came, the perpetrators were arrested and so was the HoD who instructed the CFO to ask AGSA to investigate.
Email evidence shows the frustration health officials had getting corporations from the Hawks and AGSA officials copied.
Following his arrest, the HoD who had left and joined HPSCA was placed on suspension based on the criminal case he initiated.
With trial set for next year, should the forger HOD be acquitted those who decided to prosecute will not even be held accountable.
What’s the difference between these two cases?
Both are reported by officials and in the other, the officials are charged.
