Staff reporter – The Public Health and Social Development Sector Bargaining Council (PHSDSBC) report on the matter between the National Education Health and Allied Workers Union (NEHAWU) and Social Development points to political interference.
This after NEHAWU, on behalf of Dibuo Mabitle, challenged the appointment of Dibolelo Mahlatsi as Director of Youth Development.
Before her appointment, Mahlatsi rapidly progressed from level 7 on 1 April 2017 to level 10 post on 1 July 2017. That’s in two months or 60 days.
It gets very interesting, a month later, on 1 August 2017, she moved to level 12.
In essence, from April to August 2017, Mahlatsi moved from level 7 to 12.
You can’t make this up.
According to the leaked PHSDSBC report, signed by Commissioner Anne Marie Fourie, Dibolelo Mahlatsi didn’t qualify for the position as she didn’t meet the minimum requirements.
“The requirement for entry-level 13, was five year’s experience in middle management for five years.
The second respondent (Mahlatsi) had not been in middle management or senior management for five years.
The advertised requirement for the post in terms of experience was a minimum of five years of recognizable experience in Community Development as Deputy Director. The second respondent (Mahlatsi) had been in Support Services in 2017, thus nowhere near Community Development.
She thus didn’t qualify in that regard.”
Fourie said Mahlatsi was deployed to parliament while in the post.
“It recently became known that the 2nd respondent was deployed as a member of parliament by the ANC. It thus seems that her political background influenced her appointment in the position.”
During the proceedings, Mabitle was at all times present while Mahlatsi was absent.
