MEC sends Goliath to fix troubled Maluti-A-Phofung

Qwaqwa – The Member of the Executive Council (MEC) responsible for COGTA and Human Settlement, Saki Mokoena, has sent an SOS to former Maluti-A-Phofung, administrator; Amos Goliath.

Mokoena who succeeded Ketso Makume at COGTA and Human Settlement, recalled the acting City Manager, Monyane Sefantsi and in his place, Mokoena appointed Goliath to act as acting Municipal Manager.

In correspondence seen by this publication, Mokoena wrote to Malekula Melato, Executive Mayor of Maluti-A-Phofung informing her of his decisions.

Mokoena, cited among others, the municipality under Goliath:

  • saved millions of rands by cubing overtime
  • Distribution Agreement Agency signed
  • stability within the municipality

Goliath was at the center of the court judgment that declared the appointment of erstwhile City Manager and Chief Financial Officer after former MEC and Premier, Mxolisi Dukwana challenged their appointments.

The constitutional court put the final nail in the coffin on 23 October 2023 dismissing leave to appeal.

Despite the constitutional court judgment, the CFO is still at work, and on 5 July 2024, she sent a letter to the director of public safety with the subject: fleet assessment and verification.

The court found the two were appointed as category 6 instead of category 4 and ordered they pay back the overpayments, it’s not clear if they repaid the municipality yet.

Goliath’s appointment has been met with mixed feelings by staff at the municipality following his alleged decisions which we will zoom into them in the coming weeks.
