Bloemfontein – The employees at Free State Social Development have accused the ruling party, the African National Congress (ANC) of nepotism and patronage.
This follows a letter they sent to President Cyril Ramaphosa, Fikile Mbalula, Free State Premier, Mxolisi Dukwana, South African Hunan Rights Commission, Public Service Commission, and Public Protector asking for intervention against bullying and harassment in the department.
Among their complaints is the appointment of Nelisiwe Ntombela, the daughter-in-law of the erstwhile Premier Sefora Ntombela.
She started working on 1 December 2014 on level 9, and two months later she was transferred to Police, Roads, and Transport on 31 January 2015.
A day later, on 1 February 2015, she was promoted from level 9 to level 13. If you can’t make this up, check the below picture.

Nelisiwe’s sister-in-law was also appointed a deputy director at DESTEA with matric.
Patrick Mbutho, former Kaizer Chiefs striker married to former premier’s daughter is another beneficiary of of the patronage system under ANC in Free State.
Public Works and Infrastructure MEC, Dibolelo Mahlatsi is also mentioned having allegedly benefitted unduly.
She was appointed ahead of Dibuo Maputle who came first in interviews.
NEHAWU challenged her appointment and got an award in favor of Maputle.
