Bloemfontein – The inevitability of the collapse of Maluti-A-Phofung is rearing its ugly head, just two years after Local Government Elections.
With service delivery at the bottom of the agenda, the municipality continues to be embroiled in one mess after the other.
In May, South African Municipal Workers Union threatened Gilbert Mokotso, Executive Mayor with legal action over the move to sack MAP Water board and its CEO.
This followed a move by the council to include the item of the board on its agenda for a meeting.
Leaked agenda for the special council today, at 10H00 an item many in the municipality are against which is to seek Toto Makume, MEC for COGTA to second a suitable acting City Manager.

A source from the ANC who spoke on condition of anonymity said they have sponsored a motion of no confidence.
“We have sponsored the motion of no confidence against the Executive Mayor, Gilbert Mokotso, Speaker, Motloung, and Chief Whip, Moeketsi Lebesa.
This municipality will be back in the hands of the ANC because our motion will succeed.”
The inclusion of an item of the acting municipal manager is seen as you scratch my back I scratch yours by the incumbent and the opposition pack is said to be planning to reject it.
A community leader in Qwaqwa said the ANC that failed the sane community for over two years can’t claim to have plans to fix anything in 2 years.
“The ANC are the last people to talk about services in this area, they destroyed everything, and we are in this mess because of ANC.
We don’t have water but we have rivers, even their own Jojo business is failing the less we talk about electricity and other services the better.”
In other news, a recorded message from NEHAWU PEC WhatsApp group paints a clear picture of why vacant posts were halted by MaThabo Leeto, MEC for Health.
While addressing delegates at the provincial conference, Leeto gives the strongest indication that level 1-8 she directed Acting DDG Fikizolo to halt was indeed about filling those positions with ANC members.
In the audio Leeto can be heard saying.
“I have told Desiree to take contact numbers of all delegates.
People in the department don’t know door-tdoor, when I say let’s have programs that will help our communities they are not interested.
I will hire women after the conference”
In the same audio Leoto implies delegates are hired or paid to influence the outcome of the conference.
