Bloemfontein – The supply chain management team at the Department of Economic, Small Business Development, Tourism and Environmental Affairs (DESTEA) based in Makgraff Street is up in arms over the toxic environment which resulted in one person suffering from depression.
According to two sources Dr. Mbulelo Nokwequ, the Head of the Department commissioned the investigations but nothing is being done.
Our sources say among the issues at hand are personnel in the SCM who disagree with Pitso Tlhabanelo, the Director of SCM is either moved or tasks given to interns.
“Our Director is always swearing at us and if you don’t agree to do unlawful things you get to be moved or your job is given to interns.
Another thing is he does not consult with others, always handing unlawful instructions to staff and approving procurement over R1m despite not having delegation to do that.”
Further investigation by this publication discovered that at least 7 people were interviewed, including a lady (name withheld) who is allegedly suffering depression as a result.
Three more sources confirmed to have received letters and being part of the restructuring team.
“We have been recalled and now back in our positions and corridor talk is that our director is going to Community Safety, the bosses must institute a forensic investigation, there they will discover a whole lot more.
We are now part of the task team to give direction of restructuring of our unit.”
Another source said his move to DESTEA was also under the cloud.
“We heard he was facing a disciplinary hearing when our former MEC brought him here.”
Mojalefa Mphapang, spokesperson for DESTEA confirmed that there was an investigation.
“The Department acknowledges the challenges: allegations and counter-accusations and currently resolving them.
We are attending to the raised concerns to create a productive and conducive working environment for all employed for the betterment of providing quality service delivery.
An investigation was conducted and is not yet finalized. Some issues still need to be verified.”
Asked what the investigation unearthed he said.
“Some recommendations have been discussed with the entire team, as a result of which some of these are being implemented.
We are not aware of any lady suffering from any ailment, and we encourage the employees to approach Employee Health and Wellness Programme (EHWP). The department is obliged to assist.
As soon as all the affected parties have been consulted and the allegation confirmed or refuted.
In conclusion, he said.
“Finally, all officials have been advised to follow the internal grievance processes to raise their grievances; management commits to ensuring that these are resolved expeditiously.”
