Bloemfontein – Following an article in which the Premier of Free State Province, Mxolisi Dukwana was accused of urinating on the ministerial handbook following the absorption of politically linked contracts employees into administration without advertising positions, there have been developments in Social Development albeit, circumvention of Public Service Regulations.
Leaked WhatsApp texts in the Premier’s Office Central Communication Coordinating Unit (CCCU) purported to be from Lindiwe Mnguni reads.
“Good morning Colleagues
Kindly note that I am no longer the caretaker Head of Communication and Marketing in the Department of Social Development.
Mr. Thembile Nqabeni is now the appointed Head of Communication and Marketing.
I’ll include his contacts for admin to add him.
It has been such an honor and pleasure working with you. I wish you all the best as you move Communication in the Province to higher heights.
Thank you and God bless 🙏🏾🙏🏾🙏🏾“
Another text purported to be from the newly appointed spokesperson read.
“Good morning Colleagues
My Name is Thembile Nqabeni Newly appointed Free State Department of Social Development Head of Communications/ Spokesperson.
Thank you very much for adding me to the group, looking forward to working with you.
Thank you very much“
Sources in the Free State Provincial Government allege the new appointments are directly linked to the resolution by the ruling party not to recall contract employees linked to political terms whose MECs have been axed.
Further investigations into processes followed to appoint a Parliamentary Liaison Officer into administration revealed shocking details.
He was not the only appointee as Ndumi Mayekiso, the former Chief of Staff in the MEC’s office has also allegedly been appointed as Deputy Director: Special Programs.
The advert has Governance and Transformation which sources say this might have been tailor made for Nqabeni as he studied that at UFS
There are currently three other people who are deputy directors of special programs at Social Development while in the structure there is only one post.
Another source at Social Development expressed shock at how the politically linked people were appointed a week after the closing date of the adverts.
“The closing date for the vacancies was 5 May 2023, and hardly a week later they are appointed.
When did shortlisting happen? Interviews? Vetting?”
Our source concluded by saying the current crop of leaders who were criticizing Magashule is worse than him.
“Listen to what the leaders are saying now and compare it to what they are doing, they sounded like people who are going to change this province for the better but they are worse than Ace Magashule whom they blamed.”
Nqabeni is the leader of ANC’s POLEDU while Mayekiso was the wife of the late Vax Mayekiso.
While on wives, a wife of a prominent politician in the province is also reported to be returning to Government after she resigned. Renewal and Unity of Families.
Two independent Human Resources practitioners say the processes were flawed.
“There are time lines for advertisements to run normally its 14 days to a month, then you need to draw a long list, then shortlist, which must be approved, then interviews for which a candidate must be notified over a period of 5 working days a least, then vetting process and recommendations to the EA to approve. We talk about 2 to 3 months period to finalize the process.
This process smells of a rat, flawed.”
A NEHAWU member at Social Development said they warned the new leadership but they don’t listen.
