Bloemfontein – The African National Congress (ANC) in the Free State province has been granted a rule against the newly elected Executive Mayor, Papie Mokoena, and Chief Whip, David Mosoue following their election on Friday, 14 April 2023.
In their papers, the ANC argued the election of both Mokoena and Mosoue was unlawful as interdicted and expelled councilors participated in the council.
The seven expelled councilors who attended the council are:
Patrick Monyakoana
Makoa Lelala
Mapaseka Mothibi-Nkoane
Chabeli Rampai
Mpho Mokoana
Puseletso Seleke
Lehlohonolo Moqolo
All parties will be back in court on Friday, with the defendants expecting why the rule should not be made permanent, till then Papie Mokoena and David Mosoue are interdicted.
Should the ruling be made permanent the council will have to convene again and elect the Mayor and Chief Whip but will the remaining councillors toe the party line?
In other news, the Public Service Commission Commissioner, Anele Gxoyiya has called the government to stop using the suspension of employees as a punishment rather than an opportunity to investigate wrongdoing.
Gxoyiya said if after 60 days an employee has not been charged, the affected employee must return to work.
In a parliamentary question last year former acting Minister of Public Service, Thulas Nxesi said the cost of suspended public servants was R130 964 676,15
In the coming weeks, we will look into suspended employees in Free State Government and ask Public Service Commission and Pemier to explain as more and more employees are suspended without probable cause.
