Dukwana Dodges Bullet For Now, While ANC FS Takes Aim at Government Officials Over Allegations of Maladministration

Staff reporter

Bloemfontein – The African National Congress head office in Luthuli House is keeping quiet over the concession made by Mxolisi Dukwana, Free State Province’s newly elected chairman.

While testifying at the State Capture Commission, Dukwana confessed that he received R10 000 from one of the Gupta brothers while visiting their Saxonworld home, this concession was overlooked and the focus was on how Dukwana painted former ANC Secretary General; Ace Magashule, and was allegedly rewarded with the provincial chairperson-ship.

If Gupta money was stolen then Dukwana is a beneficiary of stolen money then SAPS must investigate and let NDPP make a determination to prosecute or not.

His name also appeared in the now infamous and sealed C17 Statements as a beneficiary.

As previously reported that Interim Provincial Committee (IPC) intended to suspend and use step-aside on three government officials, albeit failed as step-aside is party-oriented, the matter has again raised its ugly head under the integrity commission.

Sources close to the Provincial Executive Committee (PEC) confirmed that during Lekgotla this matter was hinted at.

“Yes this was slightly hinted and having realized that step-aside might not necessarily work in this instance, we are currently trying to check Public Service Act if there is any loophole.”

Another source said they are going to put all government employees through an integrity commission.

“All our employees will go through the integrity commission as part of our resolutions to fight corruption but there is a catch.”

Asked what the catch is she said.

“We as the ANC will have to prove that these officials are deployed and probably produce evidence which will work for the DA and the matter will end up in court as the officials will likely win hands down and be paid out.”

Step UP SA News has also established the new dawn team is targeting any person perceived to be a close to anyone of the previous regime.

In the latest discovery, our team learned that Lebo Khumalo, wife of Thabo Meeko, ANC Chief Whip was subject to scrutiny as the newly elected officials felt she was appointed because of proximity and being married to Meeko but sources say she is good at what she does and being qualified.

While there is confusion as to whether Dukwana will succeed Ntombela as per the resolution by the PEC, it’s alleged among the NEC members there are those who want Ntombela and Siyonzana to stay as other NEC members have business interests in both provincial governments and Mangaung Metro.

The plans to purge are captured in a text in possession of this publication and it suggests the following:

  1. All HOD’s to be moved to the Premier’s Office in the Monitoring and Evaluation Unit.
  2. All CFO’s to be removed as their allegiance is with Ace and Mantobela.
  3. All SCM Directors are to be moved and placed in Treasury for Monitoring all Municipalities’ Performance.
  4. All Human Resources Chief Directors and Directors be removed.
  5. Urgent Skills Audit as some of these are without qualifications.

The level of law and legislative framework grasping is appalling, if this is how its suggested because
Free State can’t operate outside what is gazetted.

Keen interest must be on the positions targeted because that’s where resources are be it financial or recruitment.

In other news Polediso “50 000 Jobs for Youth“ Motsoeneng has shared names of Provincial Disciplinary Committee members which include a founding member of COPE, Cascar Mokitlane, and Bob Tladi who is implicated in the PSC report over irregular appointment at Free State Education.

Mahlengi Bengu, spokesperson for the ANC didn’t respond to our questions.
