Following allegations by Sipho Mtakati, former Head Of Department at Police, Roads, and Transport that Sefora Ntombela, Free State Premier is using her position and power to influence the decisions, more questions are pilling following further allegations that Thekiso Robinson, another former acting HoD was axed after he allegedly refused to take instructions.
The Democratic Alliance asked Mtakati to open a case in October 2021 and it is not clear if he has done so.
Ntombela had suspended Mtakati in May 2021 and after the fallout, while he was suspended Mosa Tladi was appointed to act till November 2021 and her short-lived acting was due to her alleged refusal to appoint certain companies.
Tlali was subsequently replaced by Thekiso Robinson who was replaced last month by Masego Tshabalala and according to sources, she will only be at P, R, and T for three months before she takes over as HoD at Social Development with Tumelo Phahlo going the opposite direction.
Out of all departments why is Ntombela changing acting Hods at P, R, and T only? Could what Mtakati alleged be true? Are the changes influenced by the stomach mandates dressed as a service delivery?
A quick search on the P, R and T website show 25 companies appointed for 3 years to repair potholes, and the contract value is not shared, unlike other tenders.
For example P, R, and T has a huge budget and the special maintenance tender PR&T/BID13/2021/2022 was R315 338 592,17 while PR&T/BID06/2021/2022 was R26 490 231.96 among awarded tenders of the departments’ website.
In the 2020/2021 financial year, the department’s irregular expenditure amounted to a staggering R1 billion last year.
Last month it was reported that R5 million was stolen from the premier’s house in Frankfort.
