Following the visit made by the Select Committee on Cooperative Governance and Traditional Affairs, Water and Sanitation in the National Council of Provinces (NCOP) which is led by China Dodovu, Afrikan Association for Social Democrat’s (AASD) Zwelakhe Msabe blamed the MEC for COGTA and Executive Mayor of Mangaung Metropolitan for the chaos.
The NCOP invited Mxolisi Dukwana, the MEC for COGTA, Mxolisi Siyonzana, the Mangaung Metropolitan Executive Mayor, labour union SAMWU, SALGA, and Civil Organisations at O R Tambo building on Thursday, 24 March 2022, parties made their presentations.
Dodovu had a taste of waterless Mangaung as O R Tambo building did not have water, he then expressed his disappointment.
The picture painted through presentations were Mangaung was in a state of collapse while the ANC played the blame game with Lawrance Mathae urging NCOP not to dissolve the municipality but did not come up with solutions despite conceding all interventions failed.
It was AASD’s Zwelakhe Msabe who pulled the trigger and blamed Mxolisi Dukwana, the MEC for COGTA and Mxolisi Siyonzana, the Executive Mayor of Mangaung Metro for the state of affairs at the municipality.
Speaking exclusively to Step UP SA News Msabe went for the chin.
“It’s an undue interference by the MEC, Mxolisi Dukwana in Mangaung operations.
This is all about factions and this Dukwana faction enjoyed support from IRC and they are micromanaging Mangaung from outside.
We learned in a meeting that Lawrance Mathae was appointed as the strategic support manager in the office HOD, Sello More who was acting City Manager and his acting was unlawfully extended by the same MEC(Dukwana). While Mathae has never been in the office since his appointment.
You have to ask the municipality how is it possible that the appointed strategic support manager is never in the office but gets paid fully.”
With regards to the vote of no confidence Msabe said.
“We are of a view that the motion will be in this Friday’s agenda but our councilors have not yet received the agenda.”

The municipality is struggling with everything from service delivery to governance and those tasked with providing leadership both administratively and politically are failing dismally.
There has been protests at Mangaung Metro offices which led the municipality to release staff early for their safety as Judge Celeste Reinders ordered:
Mangaung Concerned Community (MCC), Mangaung Service Delivery Forum (MSDF),
Themba Zweni and
Potso Motoko
Respondents and/or any of its members and supporters are prohibited from inciting encouraging, promoting, leading, assaulting, threatening, and/or intimidating any employees of Mangaung Metro and/or any member of the general public who seeks services from the Mangaung Metro.
The respondents have been given till 14 April 2022, to show cause why this order should not be made final.
Videos and pictures of burning cars purported to be of Mangaung Metro are circulating on social media and it’s not clear if the cars belong to the municipality or service providers.
As things stand Mangaung Metro will inevitably be dissolved, it is just a matter of when.
China Dodovu, chair of the select committee did not respond to our questions while Oupa Khoabane, spokesperson for the IPC could not be reached for a comment.

SAMWU shopsteward should also be investigated as they also instigated or had something to do with some of the illegal activities that took place in Mangaung. MSDF & MCC are a priority to them while they neglect the interest of managaung employees. The way they protect the employer, MCC & MSDF over the radio especially Motheo FM & FS radio is questionable. It makes one wonder how much they are being paid since it’s alleged that those forums are being financed by God knows who.
