Questions are pilling as to why is the Department of Economic, Small Business Development and Enviromental Affairs (DESTEA) quite about the appointment of Mabu Mbutho as Deputy Director despite not meeting minimum requirements.
A deputy director position according to Public Service Regulations requires a national diploma or degree (NQF6 or 7).

Step Up SA News has it in good authority that Mbutho who is the daughter of Free State Premier, Sefora Ntombela was appointed while Dr Mlulelo Nokwequ was the accounting officer therefore he approved.
A source with knowledge and experience with Public Service who spoke on condition of anonymity said if Dr Nokwequ cannot justify the appointment he must reverse it.
“If the accounting officer can not justify the appointment he must reverse it, it’s in the Public Service Regulations. The minimum requirements are there for a reason and she was not supposed to be appointed in the first place.”
Section 5(7)(a) of the PSA, 1994 reads “a functionary shall correct any action or omission purportedly made in terms of this act by the functionary, if the action or omission was based on an error of fact or law or fraud and its in the public interest to correct an action or omission.”
Over the past few months we have reported numbers of incidents in government departments where people linked to political terms where moved to other offices and made permanent while families and friends of politicians where also hired.
